Victoria Kennedy watched the Healthcare vote from the Senate in D.C….and gives her thanks….

This was the scene after the vote…….

Moments after the vote, Massachusetts Sen. John Kerry embraced her on the third floor off the chamber.

“I’m so happy for you,” Kerry said, hugging her.

“I’m so happy,” Kennedy said.

In the reception room off the chamber, which became the site of an impromptu celebration, Kennedy stood in what was effectively a receiving line, getting hugs from Sens. Barbara Mikulski, Chris Dodd, and others.

“You all did such a phenomenal job,” Kennedy told them. “He’s smiling. You made history tonight.”

Sens. Chuck Schumer and Tom Harkin arrived moments later. “Where’s Vicky?” Schumer asked before enveloping her in a hug .

“I feel fantastic,” Kennedy told a small group of reporters. “This is an enormous victory.”

Kennedy then moved to just outside the chamber, where she and Senate Majority Leader Harry Reid shared a hug.

Former Mayor Rudy Giuliani will NOT run against Kirsten Gillibrand for her senate seat…….

I have said repeatedly here and at Politics1…that Rudy would not run….That he couldn’t take the pay cut….That he didn’t want Bernie Kerik dragged up……that above all he would not fit in the Senate’s old boy seniority style operation…..

I WAS RIGHT!

While he polls well ahead of Gillibrand ….it was never an option for him……..

Good…the GOP could do better……

This makes it three races in a row he quit ……..

I think his political career  is over……

The Healthcare Bill schedule……

From our resident Merlin…….

With the vote 1 a.m. vote Monday morning, the highest hurdle for passage of the Senate health care bill has been cleared. But several procedural votes remain. And with Republicans committed to drag out the process as much as the rules allow, final passage should happen on Christmas Eve at 7 p.m.

Another way of looking at it is this: last night Democrats bought the car, but they can’t drive it without insurance, tags, and title — the upcoming votes.

As long as all 60 members of the Democratic caucus show up for votes to break the filibusters, passage of the bill is all but assured. The only question left is will Republicans really require the final vote on Christmas Eve or allow it to happen sooner.

Assuming Republicans use all available time, here’s the schedule (long and short versions):

In summary (short version):
– Tuesday: 2 votes at 7am
– Wednesday: 2 votes at 1pm
– Thursday: final vote at 7pm

Here’s the long version:

Tuesday, 7am (two back to back votes)
– first vote will be passage of the “Managers’ Amendment”; simple majority needed.

* MANAGERS’ AMENDMENT: this is the part of the bill that includes all the last minute fixes, most importantly stripping the public option and more restrictive abortion language.

– second vote will be on “cloture,” to break the filibuster on the “substitute amendment.” 60 votes required

* SUBSTITUTE AMENDMENT: this is the essentially the bill that was created when Reid merged the Senate Finance and Health committee bills. It included the public option/opt out provision, but the managers amendment–mentioned above–stripped it out. This part has all the other major parts of the health care bill: the exchanges, the subsidies, insurance reforms, etc.

Wednesday, 1pm (two back to back votes)
– first vote will be passage of the substitute amendment; simple majority needed
– second vote will be “cloture” vote to break filibuster on the underlying bill

* UNDERLYING BILL: this is the bill that everything else sits on, but it’s really just an empty shell (Consider this the pizza dough; the substitute and managers’ amendments are the toppings.) Most people don’t realize the underlying bill is not even a health care bill. It’s actually called “Service Members Home Ownership Tax Act.”

Thursday, 7pm (one vote: FINAL PASSAGE)
– FINAL passage on the underlying bill; simple majority needed. Done.

The White House Gatecrasher story….with facts filled in….a month later….it's who you know…not what you do……

I was going to write a lot about this excellent review piece in the Washington Post, by Jason Horowitz, Spencer Hsu and Roxanne Roberts….but I’m not…it isn’t necessary once you read the piece……

It all boils down to this…..The Salahi’s are opportunists…plain and simple…they took advantage of several faults in the system to try to get themselves a spot on a reality show….

The White House is run by human beings that are in awe of the power atmosphere they  live in…..

The grunts go to work everyday and endure the infighting, back biting and pressure that comes with working with ‘masters of the universe’…

And in the end…..

The Salahai’s are going to probably skate because of all the above…….

And who ones friends are…..

Note: The Secret Service in-spite of all the hype….has serious problems within itself……

The Beverly Hills school distict will stop taking a good many non-resident students this fall…..due to the hard economy

The Beverly Hills school district like most of the districts around the country, gets paid by school population….But due to the dire financial situation in California …the district has gotten into a fierce debate about the above change in policy….currently about one in seven of its roughly 4,800 students — or 775 — attend with out-of-district permits.’

The district gets $6,239 per student based on a state-wide formula, which is helping the district deal with its declining resident student enrollment….but once the state cut the formula on reimbursement and raised the property taxes, things changed for the district…….They will begin to lose money with the new reimbursement formula in the fall….

The break down of non-resident students goes like this……

About 110 of them are children of people who work for the district or the municipal government, an arrangement the school board says benefits both those families and the city’s ability to attract a strong work force. Roughly 50 have been granted special permission for a variety of reasons, and roughly 65 are on “diversity” permits, which are issued to some families who apply from poor neighborhoods. In addition, 45 have so-called legacy permits — their parents attended Beverly Hills schools and their grandparents still live here.

That leaves close to 500 nonresident children on “opportunity permits.” At a meeting last Friday, board members outlined a plan that would do away with those permits, while allowing some students to stay on a little longer.

The school board is divided and things are still fluid..but as the economy get better but the lags in the economic problems still affect schools..hard choices will continue to be made ……

People should remember these stories when they get up and yell ….”they should let all the banks fail”….Because it all comes back to you and me and ours in the end…no doubt…..
