EADS comes back to table to bid the US Air Force Aerial Tanker contract …….Maybe….

The conditions for the European EADS without earlier partner Northrop would be assurances that they get fair crack at the contract to build over a 150 new refueling aircraft for the US Air Force……

The company will be swimming upstream against a strong suspicion that the word is out to buy American…..

While the right solution would be to make a dual buy…Defense Secertary Gates has been able to rule that out so far…

The Dog questions why Gates has been give that latitude to make that decision since a dual buy (The Air Force currently has two types of tanker , KC-135 /B-707 and KC-10/DC-10 )……and a dual buy would just continue the policy of having a smaller and larger tanker ……in addition, to making Senators, Governors, local worker’s, and Foreign leaders along with their countrymen happy……

Obama needs to step in and overrule Gates……..

This could be win/win situation for everyone involved…..

Aerospace and defense company EADS said Friday it is considering a new bid for a $35 billion Pentagon contract for midair refueling tankers but it will only compete if it has a fair chance against rival Boeing Co.

A consortium of EADS and Northrop Grumman pulled out of the bidding for the long-awaited, 179-tanker contract earlier this month. They said the terms of the deal appeared designed to favor a smaller jet offered by Boeing.

But Thursday, the Defense Department “indicated it would welcome a proposal from EADS North America as prime contractor for the KC-X tanker competition,” according to a statement Friday from EADS. It called the move “a significant development.”

EADS, the parent company of Airbus, said it would consider bidding again if it is given an extended deadline to prepare a new proposal – and, crucially, “if there is a fair chance to win.”

EADS and its American partner, Northrop, were initially awarded the contract for the tanker fleet in 2008, but Boeing protested and the deal was annulled later that year.

The withdrawal of the Northrop-led consortium left Boeing as the only bidder.

European Aeronautic Defence & Space Co. NV said the Pentagon was indicating “a willingness to extend the timeframe,” and said it is “assessing this new situation to determine if the company can feasibly submit” a new bid.

But it said the Pentagon’s new stance “does not address EADS’ underlying concerns” that the request for bids is designed to favor Boeing.

EADS spokesman Alexander Reinhardt said the company, which is based in Paris and Munich, will decide in coming weeks on whether to bid – either alone or with a partner.

Boeing is offering a military version of its 767 passenger jet. Reinhardt said he thinks it is unlikely that EADS would change the larger Airbus A-330 airframe on which the original tanker offer was based, because the only other suitable plane it has ready – the A310 – is old and thus unsuited for a fleet with a lifetime of 45-50 years.

The current deadline is early May.

Boeing will increase Wide body aircraft production……..

I guess Boeing senses that the travel market is improving and the  economy will see the airlines going back to ordering more big aircraft by next year…….

Boeing is moving even faster than announced just this week in boosting output for the 777 and 747-8 production lines.

Boeing Commercial Airplanes President and CEO Jim Albaugh said earlier that the decision would be made in April. Instead, Boeing made it March 17.

The new plan sees 777 product rates return to seven aircraft per month from five. It made the decision to cut back to five aircraft only last year, but strong demand has caused Boeing to be bullish about future deliveries. The new rate will take effect in mid-2011.

Albaugh had said there was a 15-month lead time, so he is giving the company and suppliers extra time to get to the new level. Boeing signals the increase in output is happening around six months earlier than planned.

On the 747 front, production of the aircraft will be brought to two aircraft per month from 1.5 aircraft in mid-2012, rather than mid-2013 as planned.

In announcing the change, BCA VP for marketing, Randy Tinseth, says, “We see 2010 as the year of overall economic recovery within the industry and 2011 as a year where airlines return to profitability. We anticipate an increase in demand for airplanes in 2012 and beyond.”

Boeing also is mulling an increase in 737 output, with a decision expected by mid-year.

The 2010 financial results should not significantly be affected by the changes.

Tavis Smiley soldiers on against Barack Obama….

Ever since Tavis Smiley came out Hillary Clinton during the last presidential campaign and stuck with her….he has been given a hard way to go by members of the black establishment……Smiley has made his bones…but he has not been shy about holding his president’s feet to the fire……

He held a forum tonight in Chicago asking…has Barack Obama been true to the black agenda since becoming the 44th Untied States President…….

Should President Obama have a black agenda?

Popular talk show host and activist Tavis Smiley is planning to host a forum Saturday at the 6,000-seat Emil and Patricia A. Jones Convocation Center on the Chicago State University campus to explore the provocative question.

Smiley has invited a panel of black academics and leaders, including the heads of the NAACP and the National Urban League, to Obama’s home town to discuss whether the nation’s first African American president is doing enough to address the community’s concerns.

Smiley also invited White House senior adviser Valerie Jarrett, but neither she nor any Obama representatives plan to attend, a spokesman said.

Several years ago, Smiley compiled a nationally best-selling book, “The Covenant With Black America,” which laid out strategies for addressing black-white disparities, in health care, education, wealth creation and criminal justice.

Smiley also has caused ripples in African American leadership circles with his outspoken insistence that Obama — like any other president — be held accountable by black voters.

Many of the disparities cited in Smiley’s book have only grown amid the recession, and increasingly some black leaders are grumbling that Obama should be doing more about them.

Last week in an article in The Washington Post, some members of the Congressional Black Caucus complained that Obama is out of touch with them and difficult to reach on the issues that matter most to their constituents.

For his part, Obama has resisted suggestions that he craft policies directly aimed at the staggering economic and social challenges facing many black communities. Black unemployment stands at 15.8 percent, far above the national average of 9.7 percent, and African Americans are more likely than most Americans to lack access to health care and good schools. They also have been disproportionately affected by the home foreclosure crisis, and the rampant loss of wealth that has come with it.

Condi Rice admits her failings as Secretary of State in Iraq……..

Now that Condi Rice is back in academia….and she’s found her voice and balls…..

I must admit she has been…. In the Dogs eyes ….. A complete failure in public service…..

Rumored to speak Russians and  be very smart …..she was a text book example of what not to be as a National Security Advisor and Secretary of State……

All the woman did was say ‘yes’ to George Bush, and hide when Secretary of Defense Rumsfeld screwed up, and stepped all over her at State…

It very seldom that the Dog comes down so hard on a public servant….but Rice was terrible….awful….

That she admits that she didn’t have a clue  following up on the military action in Iraq…. just confirms my feelings……

Here’s her confession……

Former U.S. Secretary of State Condoleezza Rice said Friday she would “many times over liberate” Iraq again, but she regretted the Bush administration failed to work closer with Iraqis to rebuild the war-torn country.

Rice, speaking at the Chinese University of Hong Kong, said she believed history would eventually vindicate many of the decisions made during the presidency of George W. Bush.

“I would many times over liberate Iraq again from Saddam Hussein,” Rice said. “I think he was a danger to the Middle East.”

However, she suggested the U.S. government failed to understand “how broken Iraq was as a society” and should have focused its rebuilding efforts outside of Baghdad, the capital.

“We tried to rebuild Iraq from Baghdad out, and we really should have rebuilt Iraq from outside Baghdad in,” she said.

“We should have worked with the tribes, worked in the provinces,” she said, adding that smaller projects should have been favored over big ones.

“That’s something that in retrospect that we finally got right” several years after the 2003 invasion. “And it’s one reason I think Iraq has a chance.”

Rice served Bush as national security adviser and later as America’s chief diplomat. She now is a senior fellow at the Hoover Institution public policy research group at Stanford University.

She is en route to the Chinese island of Hainan for the Boao Forum, an annual conference where executives hobnob with global leaders, early next month.

Romney Leads Close Republican Race

A new Public Policy Polling survey finds Mitt Romney leading Republican 2012 presidential race with 28% support, followed by Mike Huckabee at 24% and Sarah Palin at 23% and Ron Paul at 11%. However, the only reason Romney leads is that conservatives are split between multiple candidates.

“The main takeaway from these numbers? There continues to not really be a Republican front runner.”

The Dog wants to know..Can Conservative’s live with this?

Carlos Beltran expected to make an early return to the Mets…….

New York Mets' Carlos Beltran could be back in the outfield as early as May.

You gotta love this guy…..The end of last season when every one of the Mets starters were out…Beltran just kept going….

He too had an injury ..but played on like a solider…then when the winter came he went to doctor…got diagnosed….and went straight in for surgery…causing the Mets to have a very bad day…when the Manager forgot that Beltran told him he was going to have the procedure and the Mets embarrassed themselves for getting pissed that Beltran was taking care of himself and not relying on the ‘wait and see’ attitude from the Mets that had players playing hurt last year…….

Most of the Mets had just started their workday when Carlos Beltran emerged from the clubhouse gym, unhooking a heart-rate monitor from around his midsection. Beltran, his shirt drenched with sweat, had just finished a grueling two-hour, 40-minute workout, part of his rehab from surgery on his right knee.

While his teammates were outside taking batting practice before a bus trip to Jupiter for Thursday night’s game against the Marlins, Beltran stood by his locker talking about the progress his knee has made – enough to make him smile several times during the conversation. The knee was wrapped after the workout, but the “pinch” he felt there is gone after his winter operation and his leg feels strong.

“Every day I’m improving,” Beltran said. “I don’t feel the same way I did last year. At the same time, it’s hard for me to say when I’m going to be ready. Doing this is no problem, but the big test will be when I start doing baseball activities every day, when I start running, catching fly balls and standing out there on my feet for a full day. I’m looking forward to that.”

Beltran, who hit .325 with 10 home runs and 48 RBI in 81 games last season, will start testing his knee by running “sometime in April,” he said. Full baseball activities should start in mid-April, he said, meaning he likely won’t return to the Mets until early May at the earliest.

“Running, I am looking forward to that,” Beltran said. “That will really let me know where I am. Once I test it, hopefully to God everything goes well and I can say I need this (amount of) time to get ready for baseball games and go from that.

“When I start to do baseball activity, I’m not going to be far behind. I want to be right there.”
