Defense Secretary Gates on Oil Spill….The US Military can’t handle it……

The U.S. military has no expertise that could solve the oil spill from a ruptured well in the Gulf of Mexico, U.S. Defense Secretary Robert Gates said on June 4.

“I know there’s been some commentary about this. The truth of the matter is we don’t have any expertise in this area,” Gates told reporters during a visit to Singapore.

As BP has struggled to stop oil from gushing out of its ruptured well, some lawmakers and commentators have called for the American military to take over the effort.

Gates said the military had no magic bullet to address the worst oil spill in U.S. history, though it had provided some equipment and other assistance.

He said that “we’ll do whatever we can to help but this is not our area of specialty.”

The US Air Force forms a joint F-35 Electronic Warfare Sqd…….

The United States Air Force, responding to a directive from Defense Secretary Gates, has moved to shore up this countries Electronic Warfare capabilities by forming up a Joint Air Force, Navy and marines F-35 EW Unit…

Back in the day….That mission was handled by Air Force F-111’s and Navy EA-6B’s…both aircraft featured a pilot and ‘ Wizzo’ to direct the Electronic panel and equipment in the jets…..

Those aircraft where inserted into attack mission to give the fighters and bombers ‘eyes and ears’…..

With the retiring of the F-111…the Air Force took themselves out of the EW business and had to rely on Naval Aviation assets such as the A-6……

The Navy being a bit smarter than the Air Force opted to build and buy the F-18 Growler to add to its EW mission…again a pilot and a Wizzo……Two seater…..

All along the Air Force , being the premier ‘flyboys’ jerked around putting EW on aging B-52’s…which was a dumb and impractical idea….

That thankfully never got of the ground but that spend the tax payers money going nowhere….

It appears to the Dog that the new gravy train is the ‘do everything’ F-35…which the Defense  has borrowed the “To Big to Fail ‘ caption for…..

The Air Force now wants to make the ONE PILOT F-35 a EW platform???

WTF…Will wonders ever cease???

But I’ll give it to the Air Force this time…They invited everyone to swim with them….

Personally I don’t see how the F-35  pilot’s  are gonna fly the damn plane and handle all the EW shit…..

I don’t make sense….

Some how I see the F-18 Growler having this mission all for it self……Naval Aviaton …and common sense …..again…

Besides…how they gonna find a big enough batter for the F-35 to run all that stuff?

A long-running Pentagon quandary—over who conducts airborne electronic warfare, how offensive electronic-attack capabilities should be strengthened and when or what permission is needed to launch tactical cyber-attacks—now has a venue for resolution.

For months, Defense Secretary Robert Gates has been pushing for reinvigoration and unification of the Pentagon’s electronic warfare and attack (EW/EA) efforts and simultaneously ensuring that funding is available to each of the services. The latest signal that a true transformation is building momentum is the U.S. Air Force activation of the 513th Electronic Warfare (EW) Sqdn. at Eglin AFB, Fla., to meet needs of the F-35 Joint Strike Fighter.

Half of the Air Combat Command unit’s staff of 130 will be USAF personnel and half Navy and Marine Corps specialists. Command will rotate among the services. Navy officials at Washington’s Navy League Convention last week said the move is more than just laying the EW groundwork for the Joint Strike Fighter. It is expected to become the focus of a single operation to create the software, algorithms and waveforms needed to field a coordinated, cross-service set of electronic tools that can combat enemy radars, missiles and networks through information manipulation, disruption of command and control, anti-electronic attacks and jamming.

Creation of the squadron, part of the 53rd Wing at Eglin, comes just as the Air Force has begun equipping its F-15Cs with new long-range active, electronically scanned array (AESA) radars (AW&ST April 26, p. 45). The advanced AESAs operate at 2-3 times the range of conventional radar and also serve as powerful weapons for airborne electronic attack (AEA) when coupled with a techniques generator that produces unique waveforms and algorithms……

Gates…with Joint Chiefs Mullen’s help….. seeks to ‘cover his behind’…..

Secretary of Defense Gates got leaked on yesterday…..

A memo he wrote in January on dealing with Iran came out…

The memo acknowledged that the United States did not have a strategy to deal with the fact that Iran was going to have bomb with in the new two years…..

Gates is a smart guy..this is the second administration he’s working for in a row…..(the Dog doesn’t always agree with his decisions)…but I would tend to agree with his memo….

That is that……… United States simply can’t stop Iran from making a nuke unless they take military action…..

That same military action will only delay..not stop Iran from reaching their goal….

Nothing Joint Chief of Staff Mullen says changes things…..

Gates did not say that the US lacked plans as Mullen says now..he said they lacked plans to stop Iran……

This scared Allies thing isn’t gonna stop with some presser…..

They ( and the entire Middle East,  Israel included) are in deep shit…..

And Gates finally acknowledged it……

The thing is..the memo was done in January…and the clock is still ticking……

Senior administration officials, asked Sunday to give specific examples of what was mischaracterized in the article, declined to discuss the content of the memo, citing its classified status. In his statement, Mr. Gates offered no details on the issues he raised in his memo.

Adm. Mike Mullen, chairman of the Joint Chiefs of Staff, weighed in on the debate Sunday by saying that while extensive effort had been spent on developing Iran strategy, it remained a complicated and vexing national security challenge.

“It has been worked and it continues to be worked,” Admiral Mullen said during a forum atColumbia University in New York. “If there was an easy answer, we would’ve picked it off the shelf.”

Admiral Mullen reiterated his longstanding view that while military strikes could delay Iran’s nuclear program, diplomatic inducements and economic penalties remained the preferred course. He said that military action was the “last option.”

The height of idiocy…..The U.S. Navy is re-biding the Marine One Helo contract….

Anyone who has followed me from the P1 to the Dog, knows that easiest way to my ‘Irish’ up is to mentioned the complete screwed up Marine One VH-71 debacle……

The President of the United States travels in a Marine One Helo every time he leaves the White House to get on Air Force One, and when he has to make short trips from local airports, to a location that is more  timely,  comfortable and safely reached by air……

The Army used to handle the detail…but now it’s the exclusive responsiblity of the Marines……

The current fleet of Marine Helo’s are from 20 to 30 years old….and they need to be replaced (Contrary to the CIC Obama’s comments)….

Well….. the government bid the contract and awarded it to a consortium of Lockheed Martin and Augusta/Westland…

….. Here’s the best part…….The Navy owns outright 9 completed VH-71 Helo’s…..they paid $3 Billion for them( and will pay another billion to shut the built down) !

They are the first of a order of 23 to be completed…….

But they are now sitting around with no mission, because the contract was cancelled…..Sec of Defense Gates says because they coast too much….and don’t do what they’re supposed to do….the problem is….. the manufacturer actually did what was asked of them….You see, the White House Military Office ( Under President Bush and  Gate’s watch, mind you ) and the Secret Service added a whole boat load of stuff when they got asked for their input on the helo….so much stuff that …….the added weight necessitated the manufacture to redesign the Helo to carry all the weight….this cost more money and time……

Now Secretary Gates is now pissed because the Helo’s are overweight and over budget…..

So a year ago…Gates decided as a efficiency issue,  and the President as a politcal issue…. that they would cancel the program…..

People….. that makes no damn sense.First of all…the Navy owns 9 brand new Presidential Helo’s…owns…Second of all… while the first block of Helo’s came from Europe..they where pu together in Upstate New York (American Jobs)….Third… the new Helo’s (which almost assuredly will be Sikorsky’s American built S-92’s ….even if they can’t lift a peanut) will not be ready for at least another 5 to 10 years..making the current ones almost 40 years old before they are replaced….Last….. and this is the best!…..it will coast at least $10 to $20 Billion  to replace the $3 to 9 Billion to bring the Lockheed/Augusta Helo’s they have already have……

Wasted time and Money…..

Oh, yea……. the reason the Lockheed /August Helo won was because it had 3 engines, not 2.. like the Sikorsky Helo….It could fly farther, faster, was bigger and was a tested Helo at the time…. which the Sikorsky S-92 was not…..

Wasted time and Money…..

Another process piece…..McChrystal vs the Civilians in the administration….The General plans to win…. not hold in place……

In a very important piece in the Washington Post (that will no doubt generate more pieces in the Times and Cable Networks)…..Rajiv Chandrasekaran takes up the maneuvering between the military and the administration’s political planners who view Obama’s tasking orders early this month for the military as strictly a ‘surge’ then a phased withdrawal going into the 2012 elections….and the military (Sec Gates included) as a call to engage an enemy and try to ‘win’ the campaign in Afghanistan with a moderate makeover like the military has done in Iraq……

While the sell by the President ( Commmader-in Chief ) was for a “surge’…President Obama, and Secretary Gates, both, have already backed away from their initial pledge to have the troops heading home en mass in 2011……

I know from a strictly logistical point of view the U.S. military will take a much longer period to get 30,000 to 40,000 troops in country then was advertised when President Obama called for the move….

In another sense the media is going to paint this as McChrystal as not following his bosses orders…that would be a mistake…Presidents give orders…General follow them…Sergeants get it done….

The same applies here…and it’s gonna take more time then the political people the White House think….

That’s the way it goes…..

General McChrystal has been a ‘snake eater’ for a long time….

Secretary of Defense Gates has been around for long time also…….

If these two get it right…The President will be assured a second term and another Nobel Peace Prize………

And a place in American history not just by his color…….

There is a civilian 'surge' going into Afghanistan also…..

Yes, there is, and the United States State Department want s people to know….That unlike in Iraq…they will be in on this one.…The numbers are not comparable to the U.S. military, but they are there, nevertheless…and I for one, am very happy….

When people started backing away from nation building and support of infrastructure I thought, this thing is not gonna work…..Even Gen. McCrystal has asked for that in his war plans….(I remember all the griping during the Iraq second phase about how the Army had to waste staff on things that the State Department was supposed to be doing? ) …..

Secretary of State Hillary Clinton certainly wants a piece of the action, and Secretary of Defense Gates, is glad, I’m sure to have the extra help….

This is good news indeed…..

How the president came to ordering up the 'surge'…….

This is a process piece, which I love, because you get the feel for how and why people do things…..Something you will never get watch things on TV….

I love process pieces…. which is what this piece is from Peter Baker at the New York Times…

We all remember Barack Obama a little more than a year ago, going into Iowa…. He had to figure out a way to get the liberals to come on board with him…not Hillary Clinton…what could he do?

He turned to the Iraq war…Hillary had voted for the consent given Bush from the congress going into Iraq…

Later on in the campaign. …Bush, finally addressing Rumsfeld’s lack of enough boots on the ground decision, would sent an additional amount of troops in a ‘surge’…. again Obama would complain…”the surge hasn’t worked”…. locking in the democratic left…

Well, now the shoe is on the other foot…Barack Obama is the President…the Commander-in-Chief….

This piece, and others in the Washington Post, and the Politico website detail how Obama dealt with the fact that Afghanistan is now his war. And despite the democratic left…he does not want to be the guy who lost Afghanistan….

The real story to me is about the struggle Obama had in trying to resist the direction his commander on the ground in Afghanistan wanted to take…

From the beginning the piece points out that General Stanley Chrystal looked at the campaign as something he could sink his teeth in and wrestle with( He replaced a commander that was too complacent for Sec of Defense Gates)…. a Special Operations Commander before taking over the Afghanistan campaign …all of the top players forgot that Chrystal is expert at fighting unconventional warfare…and he has proved adaptive at dealing with his Commander-in-Chief…

Chrystal upon taking over his command, went on record that things were worst than everyone thought…. the Taliban and al-Qaeda were taking over more territory…and the administration would see an election in the country, where its leader would steal votes in broad day light, and the CIA would advise the Washington DC principals that the country’s government was corrupt, disorganized and ineffective…

The details are here but it came down to this…once the president understood Mc Chrystal wanted more troops, and that the place was spinning out of control… there was no going back…. liberals be damned, there would have to be a troop increase…McChrystal, and the situation in the country, along with his political common sense left him no choice…again, there would more troops…

Argue as much as he did …Vice President Joe Biden was left alone…. While Defense Secretary Gates, and National Security Advisor Gen. James Jones had warned Chrystal early on that it was politically impossible to have more troops sent to Afghanistan…. Chrystal ignored their counsel

After issuing their warnings …both men would step back when it became obvious that Chrystal was pushing ahead…

Obama understood  that by the middle of the summer that there was going to be more troops…. Everyone else (except Biden, again) then jumped on board.

It became known the Gen. Jones was okay with more troops, as was Gates…Chrystal has flushed out the troops position with the CIC….

The plan for either, A) 80,000, B) 40,000 or 15,000 was presented to Joint Chief Staff Chair Mullen and Chrystal’s immediate boss Gen. Petraeus…who pasted the plan on to Sectary Gates…

The next thing everyone knew the basic’s of the plan was leaked….

Gates had no choice but to publicly chew Gen. Chrystal out, which caused a lot of Army bosses to get very upset…they wanted to get the troops so they would not be in the same situation that had happened in Iraq after the first fight there was done…. not having enough troops to be able to hold ground…

It turned out though that President Obama was going at the problem from a different angle…he was questioning the whole Afghan policy…since the war had been handed to him by Bush…he wanted to know …WHY was the country doing what it was doing?

At this time Obama had to let everyone know (actually, just Biden…. since everyone else had picked up the scent that their was going to be a lot of troops going there)…

On October 9…Obama formally got Chrystal’s request…. everyone knew 80,000 was too many troops and 15,000 was too few…. the call would be 40,000…. Chrystal was a good strategic thinker…everyone got the hint…. Obama would be worried about they cost factor (1 Trillion dollars if those troops stayed for ten years)….

At this point things moved to a different level…the bosses jumped back in Clinton brought the doubts of the US Ambassador to Afghanistan, Eikenberry to the table…when would the troops leave?……Gates began to work the system to plan who would deploy….And Gen. Jones of the NSC worked to make the process smooth…there was a lot of people in the process at this time….

Finally, Obama still worried by the numbers and the cost. Asked Gen. Petraeus….’what I’m looking for is surge”….

The stories are priceless…. this is how things get done…not like in movies…. doubts.…different points of view…politics…but common sense when the rubber meats the road…people warning subordinates…but strong willed subordinates (who are warriors) pushing ahead…old politicians standing back until the fight is over when the boss goes with the subordinate’s plan….and a Vice president who argues for less….to be told in the end….that would not be enough…

Everyone played their part…. But in the steel eyed General Stanley Chrystal called the ball and rode it thru….

The President bough in…and he is now beholding to a success in that campaign by Chrystal, who holds his own, and what could be the President’s, who is the Commander-in-Chief’ s, political future, and  well-being along with Afghanistan’s…. in his hands…
